Pulse Report 

This briefing is intended to provide an abbreviated written overview of key points being shared at the live full meeting for those that may not have been able to attend in person.                          If you have topics to share please submit your topics to any member of the E-Board. 

An example would be if you’re hosting a training or exercise and would like other health care disciplines involved. Or possibly you’re working through a specific emergency plan and are looking for assistance from other disciplines.  We will continue to provide the Pulse Report post full HCC meetings to keep everyone updated. You may also access the recent report on our D3 HCC website. 

 

GAP Analysis

This project is in the completion stage. Virtual Gap Analysis meetings are scheduled, some have even been completed.

The four main goals of the project are as follows:

·       Conduct an assessment of communications by discipline

·       Conduct an assessment of sub-group process flow

·       Conduct an assessment of training and exercise by discipline

·       Conduct and an assessment of assets both shareable and stationary purchased with ASPR grant funds.

*The HCC Clinical Advisor provides clinical advisement and leadership to the HCC by engaging healthcare delivery system clinical leaders to advance acute medical surge planning.

 

Website

The D3 HCC website at www.indianadistrict3.org is up to date and ready to be viewed. The goal is to have this be a singular location for all information and updates in regards to the D3 HCC. Membership access can be utilized with the following: Password for Member Portal Login - ID3HC  

With the intent of this website being informational for our Full D3 HCC, please share any subgroup meeting dates, Trainings and such that we may include, in an effort to build the site and encourage participation.  Please check the site periodically for updates.  

 

  Budget Update

The financial report from Rick Ring that summarizes our current funds and expenditures which spans June 30, 2021-July 1st, 2022 is typically attached to the email reminder for the Full Meeting. 

 

Update on the STB Kits - 

The Trauma Centers are working on assembling contents for Stop The Bleed Kits for all the schools in District 3.  This initiative was an agreement between the Indiana Hospital Association and the Indiana Department of Education in order to meet one section of the House Bill 1063 Safe School Initiatives.  The kits are not available yet, we hope to have them available for disbursement soon.  Update – Cinch sacks have been delivered to the HCC. Kits are almost ready to be distributed.

In the coming months and into the next budget cycle we expect to have more direction and deadlines established by ASPR and IDOH associated with Attachment A deliverables which often include planning and exercises!  We encourage full membership participation in all facets of the activities and exercises to ensure we have a robust representation of our District capabilities and limitations. Please consider being a part of the process and joining a planning team when offered!

o   Indiana Department of Homeland Security (IDHS) is planning a Civil Unrest - Functional Exercise on August 3rd, 2022 at Trine University

 

 EMResources/eICS Status

While EMResources implementation had been fast-tracked during the Pandemic with frequent updates; daily entry remains, however the frequency of the update emails has subsided. We continue to use this as a tool to update facility status related to the pandemic.  Thank you for your continued efforts.   The State would like us to continue to keep EMResources up to date.  Please make sure you are taking the time to update EMResources.  

 

Individuals with editing access should be getting updates as they are sent out with regard to changes or additions to the data entry requirements.

Subgroup Reports

Hospitals

Michelle Stimpson – Hospital Subgroup Chair, Hospital Representative, Mstimpson@lhn.net

Monthly radio tests continue to be held the 2nd Tuesday of the month

at 10:00 a.m. As this has progressed so far this year, we are seeing an increased participation. If you have participated in the past, but were not aware this had resumed, or did not receive the calendar invite, please reach out to Michelle Stimpson or Mike Eckroth, so we can make sure you are included on this. Required Sub-group meetings have resumed and are occurring the day of the full HCC meeting, prior to.  We are still working on a fixed location and time so we can send out a calendar invite for future meetings.  Recently the 122nd had a TTX to prepare for and support the upcoming Air Show, being held June 4th. We ask that all hospitals be aware of the show, in an effort to be better prepared in the event something would occur.  An email will be sent out to the sub-group as a reminder, closer to the event.  If you have any questions or HCC training suggestions, please reach out to Michelle at mstimpson@lhn.net, so it can be shared with the Leadership team.

 

EMS

Vacant – EMS Representative,

District 3 EMS Management Teams have been meeting virtually on a monthly basis. Several EMS Team Members from District 3 will attend the Gathering of The Eagles Conference in June.  There was discussion that District 3 would like an update from some that attended if possible to share what they learned from attending. 

The EMS representative for the HCC is vacant. All interested parties should contact Michelle Stimpson or Jessica Price.

 

Health Department

The Health Departments received their Stop the Bleed Training kits purchased by the coalition. During the January Health Department subgroup meeting the Health Departments were trained by Parkview to train others on how to use the STB kits.

Health Departments meet every month either virtually or in person to work on their EOP – Emergency Operation Plans and Preparedness Grant Deliverables.

 

EMA

FYI - D3 DPC is now called District 3 Emergency Management Coalition. It still contains the same entities, police, fire, ema, amateur radio, and reps from IDHS..

Spring storm season is here. Consider networking with your local Emergency Management staff to

make sure your plans are up to date for early warning detection, you have designated shelter in

place locations and the ability to maintain operations should your facility experience a power

outage.

Local Emergency managers will be busy this summer assisting with local event planning for fairs

and other events. Make sure if you are hosting an event to include EMA in the planning process as

they are a great resource to public safety agencies prior to an emergency.

SAVE THE DATE !!! Indiana Department of Homeland Security (IDHS) is planning a Civil Unrest

Functional Exercise on August 3rd, 2022 at Trine University.  This exercise will include Districts

1,2,3 & and 4 Incident Management Teams, Public Safety partners, Elected Officials, and others. This would be a great opportunity for HCC members to learn what type of decisions and actions are taken in this situation and how this may impact your facility’s operations!

 

The next District 3 Emergency Management Coalition meeting will be held on June 21 st , 2022 at

the Peabody library, Columbia City , IN. The meeting starts at 10am and will run until

approximately 2pm.

 

LTC aka Long Term Care

We Need a Long Term Care Representative – If interested please let Jessica Price know.

 

Currently focused on staffing challenges.   Facility surveys are back on.   There have been COVID changes and there are new OSHA Covid-19 Standards.  Currently working on setting up meeting schedule.  Will update as warranted.

 

Surgical Centers

Home, Health & Hospice

Mental/Behavioral Health

Currently working on best process to move forward with updates and meetings.  Currently working on recruiting other mental/behavioral health members for district.  Additionally working on starting a REST group.   Will share information as warranted. 

 

Group Homes

1.  Pulse Report Introduction

It has been a goal of the HCC Leadership to streamline and add more value to the Full HCC Meetings. If you attended the last meeting you were introduced to the new format where training sessions will now be provided. In addition to the new meeting format we wanted to offer a “newsletter” of sorts to provide the membership with project updates and current issues in regard to the HCC. We have titled this The Pulse Report, and it will be sent out with the Full Meeting agenda for review. This allows the membership an early chance to see the current events and come to the meeting with questions or concerns.

 

2.  GAP Analysis

The Executive Board has voted to award Vantage Point Consulting the bid for helping the HCC conduct a GAP Analysis. The four main goals of the project are as follows.

  • Conduct an assessment of communications by discipline

  • Conduct an assessment of sub-group process flow

  • Conduct an assessment of training and exercise by discipline

  • Conduct and an assessment of assets both shareable and stationary purchased with ASPR grant funds.

 

3.  D3 HCC Clinical Advisor

With this year’s new grant funding there was a requirement added by ASPR for every Healthcare Coalition to employ the services of a Clinical Advisor. The HCC Clinical Advisor provides clinical advisement and leadership to the HCC by engaging healthcare delivery system clinical leaders to advance acute medical surge planning. The Executive Board would like to introduce our selection for this position, Dr. Sara Brown. Dr. Brown has been a physician for many years within the Parkview Health System and brings a solid background in Emergency and Preparedness efforts.

 

4.  Website

We are nearing the end of this project and will soon go live with the new website. This site will be a valuable resource for both members and the general public. Additionally, we are creating a logo specifically for the D3 Healthcare Coalition 

  

5.  Budget Status

The grant cycle for 2018-2019 Budget Period has closed effective June 30th, 2019. ISDH used the month of July and August to complete their close-out process and prepare for the next budget cycle. The current Budget Period we are working from opened July 1st 2019- June 30th, 2020.  We do have carry over funds in addition to our established budget to use this cycle.  ISDH requested we wait until October before submitting any new invoices.

  • RAVE Mass Notification System- Bluffton Regional Hospital/Wells County

  • MCI Trailer- Noble County

  • Stop The Bleed Prop Kits – D3 Health Dept. 1 each for community use

  • Decatur FD RTF Medical Response Kits

  • Noble County EMA- Disaster Preparedness Bags

 

6.  2020 Meeting dates and location

The HCC Leadership believes that we finally have regained some of the rhythm in the meetings and having the ability for the sub-groups to meet on site prior to the full meeting has been beneficial to maintaining participation. That being said we believe it is time to evaluate our meeting dates/times and locations so we can secure a venue for next year’s meetings. We are exploring options with the understanding the venue needs enough breakout rooms for subgroup and a space large enough for the full meetings. Obviously before any changes would occur we would survey the membership.

 

·       At this time the following timeline has worked for most:

·       2nd Friday every other month beginning at 1pm – Full meeting

·       2nd Friday every other month, beginning at 10am for some sub-groups

7.  TRAC

Recently, members of the HCC E-Board met with the leadership of the Trauma Regional Advisory Council which included Allen County Health Commissioner Dr. Deb McMahan and Parkview’s Lisa Hollister to discuss our two groups and how better we can collaborate on initiatives and projects together. This meeting resulted in TRAC becoming an official Sub-Group as part of the E-Board.  Lisa Hollister is the lead representative for this discipline and we are excited to have TRAC as part of TEAM.

 

8.  District Exercise

We are exploring an option to host an exercise by the end of this calendar year for those that still need a qualifying exercise. A survey has been sent to the membership to assess the need for an exercise; if you are interested please complete survey promptly. Once we obtain the results of the survey a decision will made on whether or not to host an exercise.

9. EMResources/eICS Status

Matt Brokaw and Deb Holbrook have been involved in the updates of the EMResources and eICS components of Juvare. Simple answer it has been drawn back by ISDH to correct administrative rights and access. We are involved and part of the local team once it is re-released and will assist in making sure everyone has the correct access and are able to enter resources and personnel appropriately. 

 

            10. Attachment A Summery

At the last full meeting Matt Brokaw provided a calendar to the membership which provided a monthly snapshot of meetings and Attachment A Deliverable deadlines. Deb has prepared a presentation that will be delivered at the Full HCC meeting on 10/11/19. The goal of Deb’s presentation is to enlighten everyone with the expectations for Attachment A Deliverable completion, engage with those members that have the expertise to assist with completion and encourage involvement with full membership.

 

            11. IHEPS Reimbursement

Those to which this applies, we are waiting for all those that are eligible to receive reimbursement to submit their documentation so that funding can be distributed all at once. Please don’t delay submitting as others are waiting on your submission before being reimbursed.

 

            12. Stop the Bleed Training

The D3 Healthcare Coalition has fully endorsed the efforts of the District 3 EMS partners to go forward in providing training in for the Stop the Bleed campaign to District schools as a bipartisan effort to meet HB1063 passed earlier in the year.
